International premiere: the first draft law for Public Civic Partnership is being drafted

In an international first, the first draft law for the Public Civic Partnership, an innovative concept of collaboration between public authorities and civil society, will be drafted in Chisinau. From November 25-27, more than 35 experts from Moldova, Italy, Bulgaria and Croatia will gather in Chisinau for the «DO IT TOGETHER!» International Laboratory. The event, announced at an IPN conference, aims to outline a unique legislative model to transform public infrastructure into a common good managed in a participatory way.

According to the organizers, the Republic of Moldova is facing major difficulties in managing public infrastructure, and more than 89% of civil society organizations face problems in accessing adequate spaces for their activities, according to a report by the Coalition of the Independent Cultural Sector (CSCI). The Lab aims to develop an innovative concept of Public-Civic Partnership, a model that can revolutionize the collaboration between public authorities and civil society in managing public infrastructure, the organizers say. «We want to provide a participatory space where local authorities and civil society can work together to create concrete solutions. With the support of international expertise, we will explore how this model can become a reality in Moldova», said Teodora Panus, the project’s national curator.

The official opening of the series of events is scheduled for November 25, followed by a presentation of international models of Community Public Policy (CPP). On November 26, there will be a round table on «Challenges and opportunities of national policy for CPP development», followed by a World Cafe workshop on CPP concept development. On November 27, there will be a round table on «International perspectives and good practices of CPP models from Croatia, Bulgaria and Italy», followed by a World Cafe workshop on CPP concept development.

At the end, the workshop aims to elaborate a practical document that will serve as a basis for future legislation on Public-Civic Partnership in Moldova. It would ensure efficient use of public infrastructure, active involvement of civil society and transparent and inclusive governance. Participation in the workshops is only possible upon prior registration. The general public is invited to participate in public discussions and presentations. This is a unique opportunity to explore innovative solutions to Moldova’s public infrastructure problems.

This activity is organized by the Coalition of the Independent Cultural Sector of the Republic of Moldova, in partnership with the National Youth Council CNTM, the Centre for Policy and Reforms (CPR), the Centre for Organizational Training and Consultancy (CICO) and the Centre for Policy, Initiatives and Research Platform, with the support of People in Need Moldova, within the project «Moldova ASSIST: improving access to quality public services and social cohesion», funded by the European Union and the Danish Cultural Institute and the New Democracy Fund (NDF).
