The right to vote is held by the citizens of the Republic of Moldova who have reached the age of 18, including on the day of the elections, with the exception of those deprived of this right by a court decision to establish a judicial protection measure.
The Electoral Code stipulates that the citizen participates in elections through universal, equal, direct, secret, and freely expressed voting. Participation in elections is voluntary. No one has the right to exert pressure on the voter with the aim of forcing them to participate or not participate in elections, as well as influencing the expression of their free will.
Voters who do not have a registered domicile or temporary residence can present themselves at any polling station. They will be registered on the supplementary electoral list. In the case of parliamentary elections, the supplementary electoral list also includes students and pupils with the right to vote, enrolled in educational institutions in a locality where they do not have a registered domicile or temporary residence. They can vote at any polling station in the locality where they study, being obliged to present their identity document and the student or pupil card of the educational institution in that locality.
Voters who, due to health reasons or other valid reasons, cannot travel to the polling station, can request the mobile ballot box. This right is also granted to persons in detention or in preventive arrest, as well as those temporarily in hospitals, asylums or sanatoriums.
Voters from localities on the left bank of the Nistru who have their domicile or temporary residence registered in the Transnistrian region, will be able to vote at separate polling stations, opened on the territory under the control of the constitutional authorities of the Republic of Moldova. They will be included in the supplementary lists.
Citizens of the Republic of Moldova, who reside outside the country, also enjoy full electoral rights. They exercise their right to vote at polling stations opened abroad, including based on the number of prior registrations. Similarly, Moldovans from 10 countries can vote by correspondence. These are the United States of America, Canada, Norway, Sweden, Finland, Iceland, Japan, the Republic of Korea, Australia, and New Zealand.
According to the data from the Central Electoral Commission, as of July 1, there were 3 297 596 citizens registered in the State Voter Registry.
