PAS proposes capping salaries of hundreds of thousands of lei at ANRE, CNPF and ANRCETI

The salaries of hundreds of thousands of lei for the leaders of some regulatory institutions will be capped. A bill in this regard has been registered by the PAS faction in Parliament, reports IPN.

The document aims to cap monthly salaries for leadership roles at the National Agency for Energy Regulation, the National Financial Market Commission and the National Authority for Electronic Communications and Information Technology Regulation.

Deputy Larisa Novac announced that the PAS initiative aims to eliminate wage disparities and meet society’s expectations of fairness and transparency. According to her, the proposed cap remains sufficiently competitive to maintain the attractiveness of leadership roles and will contribute to increasing public confidence in regulatory institutions.

At present, the wage policies of these authorities are established through internal regulations, without legal caps. Public data indicates that, in the last two years, managerial salaries have increased by 30%, 100% or even 140%, reaching 100–160 thousand lei per month, equivalent to up to 1.8 million lei annually for a single position.

The bill proposes a clear and transparent wage framework. Thus, the salaries of management positions will be capped in relation to the forecasted average monthly wage for the budget year, up to five average wages for CNPF and ANRCETI and up to six average wages for ANRE. At the same time, bonuses, premiums or other payments that could exceed the legal limit will be prohibited.

The document also stipulates the assurance of total transparency, by publishing the salaries and wage scales on the websites of the institutions concerned.

The law is set to come into effect on January 1, 2026, and its actual implementation is scheduled for February 1, 2026.
