Residents of Basarabeasca pay the highest public water supply tariff in the country. Domestic consumers pay 45.55 lei per cubic meter to the company “Apa-Canal Basarabeasca.” This tariff is the highest among those listed on the official website of the National Energy Regulatory Agency, according to IPN.
Second in the ranking of tariffs is Glodeni, where domestic consumers, served by the municipal enterprise “Servicii Comunale Glodeni,” pay 42.66 lei per cubic meter.
Basarabeasca returns to the top of the list of highest tariffs, approved and presented by ANRE. Specifically, in third place in the table is the operator “AQUA Basarabeasca,” which supplies water at 39.57 lei per cubic meter.
In contrast, the lowest tariffs for public water supply services are paid by domestic consumers served by “Apa-Canal Magdacesti” – 9.56 lei/m3, “Apa-Canal Chisinau” – 12.99 lei/m3, and “Apă-Termo” – 16.20 lei/m3.
ANRE states, in a response to IPN’s request, that the discrepancies between tariffs are explained by a number of factors that influence the value of the tariffs set for each operator. These include the volumes of water supplied to consumers, water sources, and the technological process of water collection, pumping, treatment, filtration, transportation, distribution, and supply. Other determining factors are the terrain, length, and technical condition of the networks and equipment used to provide public water supply and sewerage services.
According to ANRE, the tariffs for public water supply, sewerage, and wastewater treatment services provided to end consumers are based on the costs of water procurement (extraction/capture), material expenses, and personnel expenses. The tariff is also influenced by the costs of maintaining and operating the public water supply and sewerage system, electricity consumption, as well as the operator’s distribution and administrative expenses.
