The number of users of electronic signatures is low, constituting less than 10% of the number of citizens of the Republic of Moldova. Moreover, the e-signature penetration rate in the diaspora is extremely limited, even if the electronic signature can be requested and obtained at the diplomatic missions of the Republic of Moldova abroad. The Institute for European Policies and Reforms (IPRE), in cooperation with GIZ Moldova, made an explanatory video in which it analyzes the coverage with authentication and electronic signature tools in Moldovan and the prospects for increasing the number of users and developing new authentication tools, IPN reports.
The Institute for European Policies and Reforms noted that the main challenges for expanding the number of users of the electronic signature are related to the expenses for the renewal of the public key certificate for the qualified advanced electronic signature, the use of the mobile signature service for a fee, the insufficient informing of citizens about the opportunity to have a digital signature certificate.
To respond to these challenges, IPRE recommends implementing digital education programs, including for diaspora communities and for diplomatic and consular mission staff. Likewise, it is recommended to analyze the impact of reducing the operational costs for obtaining and extending the digital signature certificates, but also to continue efforts to reduce roaming costs, which will make it possible to promote the use of Mobile ID technology, offered by telecommunications companies, to facilitate access to digital signature and authentication.
At present, in the Republic of Moldova, there are three types of authentication certificates and qualified advanced electronic signature, which have the same legal force: the Mobile ID mobile signature, issued by the telecommunications operators Orange and Moldcell, the USB token, issued by the Information Technologies and Cyber Security Service, but also the eID identity card, issued by the Public Services Agency.
