Deputy on APL reform: Localities do not disappear, but there will be mergers of town halls

The bill regarding the reform of local public administration is expected to be approved by Parliament by the fall of this year, so that the local elections of 2027 can take place under the new legislation. Assurances come from the PAS deputy, Igor Chiriac, who argues that the reform does not imply the disappearance of localities, but the merging of some town halls to strengthen their administrative capacity, reports IPN.

The deputy explained that villages and towns will maintain their identity, however, there will be mergers between the administrative authorities managing the localities, especially where the number of inhabitants is very small.

“The localities will not disappear. There will be mergers between town halls, between those who administer the localities. This reform is necessary so that citizens can have quality services and we can have strong town halls. There are localities with 400-600 inhabitants. But at the same time, we want town halls to have the possibility to hire a lawyer, to be able to hire a person responsible for writing projects, to be able to attract projects and investments in localities”, declared Igor Chiriac during the “Rezoomat” show on RealitateaTV.

The deputy emphasized that the reform process will include extensive consultations until the end of spring, and subsequently, the concept of reform and the draft law will be developed, which will be submitted to the Parliament.

“Consultations will take place with people, mayors, civil society and eventually we will come up with a concept. By the end of spring, there will be broad discussions, after which the bill will be prepared and sent to Parliament. By the fall of this year, it will be voted on”, explained the PAS deputy.

Igor Chiriac stated that any changes to the Electoral Code must be made at least one year before the election, so that the local elections of 2027 can take place based on the new rules. “We want to approve the reform project by this fall. This is necessary because if there is a need to change the electoral districts, we need to make changes to the Electoral Code at least one year before the elections. So that the local elections of 2027 can take place based on the new changes”, the deputy explained.
