Justice Ministry will manage to fulfill EU conditions by set time limit, minister

The Ministry of Justice manages by swift steps to approximate the EU legislation and will meet the June time limit set for fulfilling the conditions put forward by the EU, Minister of Justice Veronica Mihailov-Moraru stated in public hearings on the implementation of the Moldova – EU Association Agreement staged by the commission on foreign policy and European integration, IPN reports.

The minister presented a report on the Ministry of Justice’s accomplishments. “As regards liberty, security and justice, I can mention the adoption of a package of legal acts designed to strengthen the judicial system following the amendment of the Constitution. The ensuring of the integrity of justice players is another important segment. The pre-vetting law was adopted in this regard. The pre-vetting isn’t yet over and this is one of the overdue measures,” stated Veronica Mihailov-Moraru, mentioning among accomplishments the new law on the Supreme Court of Justice that was adopted and the bill on the assessment of prosecutors and judges holding key posts, which is being finished.

The minister also said that two new bills to improve the legislation on the disciplinary punishment of judges, assessment and selection of judges and the same draft laws for prosecutors will be soon introduced into Parliament.

Veronica Mihailov-Moraru noted that the Ministry of Justice is short of staff that can be engaged in the process of harmonizing the legislation and this shortage can be covered with foreign experts as the foreign partners are ready to help.

The minister also said that the building of the new Penitentiary No. 13 is a serious challenge for the Ministry of Justice. The Ministry’s team does not have architectural, managerial, organizational experience. Therefore, it was decided to externalize this service so as to have a professional approach. The partners were asked to help create an implementation unit in this regard.

The head of the European Integration Division of the Ministry of Foreign Affairs and European Integration Eugen Caras concluded that the Ministry of Justice properly fulfills the EU’s recommendations and conditions and meets the set deadlines.
