The Rectors’ Council of Moldova requested to abrogate the Government decision on the employment of graduates of educational institutions and to exclude the provision whereby students must return the money spent on studies if they do not agree to integrate into the labor market. According to the president of the Rectors’ Council Emil Ceban, this scares the students and they choose to study at private universities or abroad, IPN reports.
Also, the rectors seek the amendment of the state budget law for this year, in the higher education section, so as to increase the reference value taken into account in the salary fund, for the minimum wage in the economy. According to Emil Ceban, the allocated money is not enough and all the universities in June-July, before paying salaries and leave allowances, have an enormous financial gap, of about 25%.
The rectors also seek changes to the rules for taxing university incomes. According to the heads of higher education institutions, VAT exemption should be applied in various university processes that are not related to education.
The rectors also believe that it is necessary to approve a single methodology for determining the costs of studies so that the choice of students does not fall on the university that offers cheaper, but less qualitative studies, and to also integrate colleges into universities.
According to Emil Ceban, solving the problems of universities would contribute to their greater autonomy and substantial development of the quality of studies and education in general. Also, the Rectors’ Council agrees to participate in a Government’s common agenda on education.
Attending the meeting of university rectors, Prime Minister Dorin Recean said that as far as the financial aspect is concerned, the Government will try to allocate the maximum possible. As regards the amendment of the regulations, effort will be made to simplify them so that universities can make more decisions within them. He added that academic performance is important, including as a reputation component in the context of the export of educational services. According to him, integrity measurements will be made and this will also be one of the criteria for funding universities.
Minister Dan Perciun added that the Ministry of Education will make changes so that the students return only the allowance (offered at the end of studies), not yet the costs for studies. The Ministry also supports the integration of colleges into universities. Discussions will also be held on a common agenda agreed with the Rectors’ Council.
