The Cabinet of Ministers endorsed the Reform Agenda for 2025-2027, the document that underpins the EU-funded Moldova Growth Plan with a budget of €1.9 billion Deputy Prime Minister Doina Nistor, Minister of Economic Development and Digitalization, said that the document includes reforms and measures structured around seven pillars of action.

“Through the seven pillars of action, we aim to strengthen functional rule of law, a credible justice system, modern public administration. We fight corruption through transparency, efficiency and digitalization, accelerate the green transition and digital transformation through connectivity, clean environment and sustainable infrastructure,” said the minister, quoted by IPN.

In the energy sector, the authorities aim to ensure a competitive market interconnected with the European space, with diversified and efficient sources, capable of supporting national security. “We support the long-term development of agriculture and local entrepreneurship so that we are competitive on the European single market,” said Doina Nistor.

In connection with the approval of the document, Prime Minister Dorin Recean said that these significant financial resources, of €1.9 billion, became available to the Republic of Moldova due to the country’s advancement on the European path and will help the country to build as soon as possible a new economic model, based on added value, high productivity, advanced technologies and innovation.

“The two components of the Growth Plan – the reform agenda and investments – will lead to a robust economy, higher wages, good quality of life, as we see in the European Union,” said the head of the executive.

The €1.9 billion financial package, offered by the EU, has two components: €400 million in grants and €1.5 billion in loans on very advantageous terms.
