ENEMO launches the election observation mission in the Republic of Moldova

The European Network of Election Monitoring Organizations officially commenced the international mission of observing the parliamentary elections of September 28th. The mission, carried out at the invitation of the Central Electoral Commission, will operate in a limited format, without long-term or short-term observers, as has been the case in other elections.

At a press conference at IPN, the head of the mission, Dritan Taulla, said that the team consists of six accredited experts seconded to Chisinau. “The mission aims to increase the transparency of the electoral process and assess its integrity, Moldova’s compliance with its international obligations and standards for democratic elections, as well as the national legal framework,” said Dritan Taulla.

At the same time, the mission’s representatives will analyze how previous recommendations made by international and national observers are being implemented. In addition to direct observation, mission members will meet with authorities, electoral bodies, parties and candidates, as well as with civil society, the press and international partners.

The Deputy Head of the mission, Ana Mihajlovic, specified that all findings will be presented in an interim report, which will be published two weeks before the vote. Also, a preliminary statement will be issued immediately after the vote. The final report, which will be published approximately two months after the elections, will also include recommendations for improving electoral processes.

ENEMO brings together 22 member organizations from 18 countries of Central and Eastern Europe and Central Asia, with the aim of promoting democracy and electoral transparency.

The observation missions of ENEMO are based on international standards and the legislation of the host country to accurately assess the correctness of electoral processes. International observers sign a code of conduct and act impartially, in accordance with the principles adopted globally for election monitoring.

The main objective of ENEMO is to enhance electoral transparency, promote the respect of fundamental rights, and hold governments accountable. Through its reports, the organization provides concrete recommendations for rectifying the deficiencies identified in an election by the time of the next one, thereby contributing to the strengthening of democracy and citizens’ trust in elections.
