People who have held public office or have worked in their offices will not be able to collaborate, for a period of two years after the end of their mandate, with the institutions they have supervised or coordinated. Provisions to this effect are included in a draft law voted by Parliament in the first reading, IPN reports.
The current regulatory framework regarding public service is set to be modified. The project, drafted by the State Chancellery, proposes changes in ten legislative acts, with the aim of streamlining the activity of civil servants and improving public administration. The document has been voted by Parliament in the first reading.
The project provides for the introduction of more restrictive requirements for individuals holding public office, in order to prevent conflicts of interest and ensure integrity in the exercise of their function. One of the measures involves extending the period for complying with the legal regime of restrictions on declaring assets and personal interests from one year to two years. During this period, former officials or those who have worked in their cabinets will not be able to provide services in the institutions they supervised or coordinated during their mandate.
The project also provides criteria for occupying the positions of Secretary of State for the Government and the ministries, as well as extended tasks for the General Secretaries of the ministries in managing human resources. The position of Deputy Secretary General of the Government will also have responsibilities in the field of European integration.
Regulations regarding the hiring and evaluation of high-level public officials, the right to contest exam results, and the composition of selection and appeal committees are also introduced.
The project also includes measures to support paid internships in the public sector. The internship grant is set to increase from 3000 to 3500 lei, while the allowance for intern mentors will increase from 1250 to 1500 lei. It is estimated that approximately 100 interns and 100 mentors will benefit from these increases, requiring additional budget allocations of around 450 thousand lei.
The document also proposes the establishment of the position of Senior Advisor within the cabinet of the President of the Republic of Moldova, the President of the Parliament, and the Prime Minister. Another change provides for the transformation of the public executive position of chief architect within local public authorities into a managerial position.
The project is to be examined in the second reading by Parliament.
