The Customs Service will intensify its cooperation with the member states of the European Union. Moldova is joining three international conventions that provide for the simplification of trade formalities, as well as the harmonization of customs procedures. Legislative projects in this regard have been adopted by the Parliament, reports IN.
Thus, the Legislature has adopted a bill that provides for the accession of the Republic of Moldova to the Convention on the Simplification of Formalities in Trade in Goods. The document establishes measures aimed at simplifying formalities in the trade of goods among the 37 contracting states of the Convention. Specifically, a single administrative document – Single Administrative Document SAD – is introduced, which is used in any export and import regime and for a transit regime, regardless of the nature and origin of the goods.
Similarly, Moldova adheres to the Convention on the Common Transit Procedure. The initiative will allow the simplification and harmonization of transit customs procedures between the contracting parties by using the electronic system New Computerized Transit System NCTS. Among the advantages that the Customs Service will benefit from is the real-time data exchange between customs authorities in the 37 contracting states of the Convention. At the same time, the business environment will complete customs formalities faster and will incur fewer costs for transit formalities.
The deputies also voted for the accession of the Republic of Moldova to the International Convention for the Simplification and Harmonization of Customs Procedures and to the Protocol amending the International Convention for the Simplification and Harmonization of Customs Procedures.
The purpose of the document is to simplify and harmonize customs regimes and practices, to facilitate international trade, streamline customs control, and customs procedures. The 137 contracting parties undertake to apply standardized, transparent, and clear customs regimes and practices, to expedite the customs clearance process for goods.
The three initiatives were approved in two readings.
