Fiodor Ghelici considers the Chisinau International Airport shooter was intentionally wounded severely so that he could not survive. At least ten shots were fired at the man from Tajikistan so that he died and didn’t make statements about the incident.

Fiodor Ghelici is the ambassador and resident representative of the International Organization for Economic Development (IOED) in the Republic of Moldova and Ukraine, head of the Regional Office in Moldova for Belarus, Bulgaria, Cyprus, Moldova, Romania, Turkey, and Ukraine. He is also the official representative of the IOED at the UN in Geneva, the representative of the International Congress for the Protection of Human Rights and Freedoms “SHELD” in the Republic of Moldova and the representable of the International Union of Diplomats in Moldova.

In a news conference hosted by IPN, Fiodor Ghelici accused the Borer Police employees of corruption and incompetence. Gennady Mihalachi, a representative of the International Congress for the Protection of Human Rights and Freedoms “SHELD” of France and of the International Union of Diplomats, said the police officers swore to defend civil society, but they cannot do this as their superiors give hem strange and sometimes illegal instructions. “The police officers who shot will be accused of violating the instructions concerning the use of firearms. Most probably, they were initially ordered to get rid of the citizen of Tajikistan and will be then questioned within probes for using the firearms. A normal police officer is simply confused in such a situation. They do not understand what the superiors want from them. On the one hand, they took an oath and have duties. On the other had, there is complete chaos at the managerial level,” stated Gennady Mihalachi.
