Aggressors targeted by restraining orders will be put under border surveillance, and the General Inspectorate of Police will receive, along with the National Probation Inspectorate, access to the electronic monitoring platform for aggressors. These measures are among the urgent actions announced by Prime Minister Vasile Tofan following the case in Magdacesti, where a woman was killed by an aggressor under electronic surveillance, reports IPN.
The Prime Minister stated in a public message that, by introducing the border notice, the Border Police will be notified about the aggressor, and the INP will be able to find out in real time when he leaves the country or returns. At the same time, IGP’s access to the monitoring platform is expected to allow the two institutions to simultaneously track alerts.
Another measure aims to toughen penalties. According to the Prime Minister, amendments will be proposed to the Penal Code so that the violation of the police’s restriction order or the court’s protection order will be criminally sanctioned, not just as a misdemeanor.
At the same time, the authorities intend to supplement the resources allocated for electronic monitoring. On September 8, the INP is set to receive 200 new bracelets, and for next year, a doubling of the budget and an additional allocation of four million lei is planned. On the other hand, a change in the prevention mechanism will also be proposed, so that the victim is informed and receives support if the signal of the device monitoring the aggressor disappears.
The Prime Minister specified that the General Prosecutor’s Office has initiated a criminal case on the case from Magdacesti and reminded that the head of the National Probation Inspectorate has presented his resignation. Moreover, Vasile Tofan appealed to local authorities, police officers, teachers, school directors, and church representatives to get involved in identifying and supporting victims of domestic violence.
